Intoxicated Drivers Resource Program

Capitol Care Inc. has been contracted by the County of Sussex to provide
the Intoxicated Drivers Resource Program to the residence of Sussex County.

The Intoxicated Drivers Resource Center’s Mission is:

To detain, evaluate and educate a DUI offender, to refer an offender to treatment if he/she needs it, and to monitor his/her participation in treatment.

Please be advised that all offenders must be scheduled by the state of NJ. The Sussex County IDRC can only schedule those offenders who are already in non-compliance with the state.

Some important facts:

The IDRC is responsible for:

  • Holding the 12-hour educational program
  • Scheduling those offenders who missed a previous class
  • Ensuring that only the following excuses are permitted for a person who can not attend the 12-hour educational program:
    1. 1.A death in the family (a copy of the death certificate must be provided to the IDRC to ensure a non-compliance is not issued)
    2. 2.Hospitalization/doctors note
    3. 3.Work (a letter must be provided to the IDRC from the offender’s employer stating that the offender must be present at work on the scheduled 12-hour class dates)
  • Placing those offenders in non-compliance when they do not meet legal requirements. A non-compliance will prohibit license restoration.
  • Placing people who meet requirements in compliance. Please be aware it takes 2-3 weeks for license restoration after a compliance letter has been issued.
  • Providing information on IDRC requirements to the offender.
  • Ensuring all offenders with 3 or more offenses attend 16 or more consecutive weeks of treatment and are monitored for one full year.
  • Monitoring contracted treatment providers.
  • Completing a multiple offender evaluation if necessary.

If an evaluation and/or treatment is recommended: Please ensure your treatment provider is aware that the IDRC does not allow oral verification regarding cases. Written documentation must be provided to the IDRC timely. A client intake form must be forwarded to the IDRC within 7 business days of the initial intake. Progress notes must be forwarded to the IDRC by the 15th of every month. When treatment is completed please ensure your treatment provider forwards the IDRC a client treatment release form within 7 business days of your discharge. These forms are forwarded to your treatment provider within 3 business days after you attend the 12-hour program. If your treatment provider fails to provide this information to the IDRC timely a non-compliance will be issued as it is our legal obligation to do so.
